In early 1995, the Parkland School District commissioned BIA to prepare a feasbility study for developing a large hilly parcel into a new high school campus. The site had been owned by the Trojan Powder Company and still had quarries on it.

A team of BIA civil engineers, geologists, and environmental scientists prepared a study of water and sewer options, including the development of an on-site waste water treatment plant and also explored PA Department of Environmental Protection permitting for the stream discharge of the plant. Based on the BIA study, the District purchased the $1.26 million, 105-acre site in February 1995. Acquisition of two additional parcels brought the entire site to 128 acres. BIA prepared boundary and aerial topographic surveys and subdivision plans to combine the parcels. In September 1995, the District contracted BIA to prepare site plans for municipal and state regulatory approval. BIA's services also included the design and layout of athletic fields (soccer, track, softball, baseball, football) and the coordination of a traffic study. The school, which had a construction value of $77 million, opened in Fall 1999, with an enrollment of 2,400. In 2001, BIA’s work received the Honor Award for Engineering Excellence presented by the Consulting Engineers Council of PA.
