The care and management of facilities owned by a property owners association is a constant balancing act. As a responsible manager or board member, you know the necessity of preserving the physical assets owned by your association, but you also know the realities of association budgets and the difficulties that can crop up when you need to impose additional assessments to take care of needed repairs.
That is why it is absolutely essential to know the present condition of a facility before a transfer of ownership or preparing budgets for maintenance or capital improvements. A professional evaluation gives the owner, the purchaser, and many times a lending institution an impartial and accurate status report on the condition of the facility:
Property Condition Assessments are a service offered by the full-service engineering firm of Barry Isett & Associates, Inc. (BIA). Our 20-plus years of experience in structural, mechanical, electrical, environmental and civil engineering, and construction and facilities management assure you of the expertise and qualifications required to prepare these valuable reports. With offices in the Lehigh Valley, Phillipsburg, New Jersey, Valley Forge, and Hazleton, we are ideally positioned to conduct assessments throughout eastern Pennsylvania and New Jersey. Founded in 1977, BIA has over 100 professionals on staff, ensuring a quick response to our clients’ needs.
Our scope of work and guidelines are typically based on Standard & Poor’s “Guidelines for Conducting Property Condition Assessments.”
The report we prepare for you will:
Describe the overall physical condition of the facility, including pertinent components or systems and identify physical deficiencies and conditions that would limit the expected useful life of major components of the facility. The report will also include photographs of the conditions described.
Identify significant defects, deficiencies, items of deferred maintenance and visible material building code violations as a result of a visual survey. The report includes results of our original research and, when available, copies of documents that were reviewed as part of your assessment.
Include estimated costs to remedy the noted physical deficiencies; we will also prepare a replacement reserve schedule for the term that you specify.
In addition, BIA can manage design and construction of repair and replacement projects. We can also assist with establishing a Preventive Maintenance Program resulting in obtaining the maximum life of assets and minimizing unplanned emergency repairs, which are more costly and very disruptive.
Along with Property Owner Associations, BIA has also provided Condition Assessments for: Office, Residential and Institutional Buildings, Camps, Hotels, Shopping Centers.
