Ms. Pepper is experienced with conducting property maintenance and zoning inspections for Code Services clients of Barry Isett and Associates. Ms. Pepper is a Certified Flood Plain Manager; she reviews applications and permitting procedures for structures within floodplains and inspects development to determine compliance with the community development standards and NFIP requirements.  She’s knowledgeable in the adoption, maintenance and enforcement of the community’s Flood Plain Ordinance, as well as assisting with the administrative and mitigation procedures needed to make floodplain management work at the community level, working with FEMA and PEMA, as necessary.

Mr. Weltman joined Barry Isett & Associates, Inc. in 2019.  With a background in firefighting, Jake is heavily involved in the fire inspection program in Phoenixville.  He has multiple certifications, including fire inspection, and he recently earned an Associate Degree in Fire Science.  At Isett, Mr.  has been focusing on Radnor Township as he develops his career in code services.

Mr. Loomis joined the Code Services Department of Barry Isett & Associates, Inc. in 2017.  He has extensive experience as a code enforcement officer and as a leader; his background includes serving as a code enforcement director.  His responsibilities included creating and developing the municipality’s code department and supervising staff.  With Isett, Mr. Loomis focuses on plan reviews: an integral step in the permit approval process.

Acting Operations Manager, Civil Land Development

Thomas DeAngelo joined Barry Isett & Associates, Inc. in 2016 to assist our municipal and civil engineering clients throughout northeastern Pennsylvania.  Previously, he had worked for Reilly Associates, LLC and Peters Consultants/Terra Consulting Group and conducted technical reviews of land development plans for Bradford County Planning Commission. His experience includes project management; providing layout, design, and drafting of land development plans; developing construction plans and cost estimates; obtaining permits from various agencies, including the Pennsylvania Department of Transportation (PennDOT) and the Pennsylvania Department of Environmental Protection; and providing construction inspections.  He is skilled in the use of a variety of software, including AutoCAD Civil 3D, HEC-RAS/HEC-HMS, Bentley Pondpack, and Google Earth/ARC GIS.  His university studies focused on water resources and structural design.

Matt joined Barry Isett & Associates, Inc. in 2019.  He holds almost 15 years of experience in building inspection and code enforcement—in addition to lifelong experience and exposure to the construction field in both commercial and residential sectors.  Previous to Isett, Matt served Whitemarsh Township for over ten years in various roles—most recently as the assistant building inspector.  At Isett, Matt works with Radnor Township as a primary inspector and assists with property maintenance and rental inspections.

Donald J. Totino, PE

Operations Manager, Municipal Engineering Services

Donald Totino, PE, joined the Municipal Engineering Services Department of Barry Isett & Associates, Inc. in 2018, bringing 15 years of experience in transportation, construction and municipal engineering.  He is skilled in all aspects of highway and transportation engineering, including roadway geometry design, cross sections design, ADA curb ramp design, traffic signal design, traffic studies, signage and striping, detours, utilities design, drainage system design, reports, estimates and quantity calculations.  Mr. Totino has managed PennDOT-funded projects through the ECMS system in Districts 4-0 and 5-0.  He has provided design and construction phase services on roadway reconstruction projects, drainage improvements and bridge replacements throughout northeast Pennsylvania.  

In the decade prior to joining Isett, Don was a project manager with the Pittston office of Reilly Associates, where he provided municipal engineering services to the City of Pittston, Hanover Township, Dennison Township, White Haven Borough, West Pittston Borough, Factoryville Borough and Penn Lake Park Borough.  He worked closely with municipal officials in the design, project management and construction of infrastructure.  He is experience in preparing applications for PA DEP general permits, coordinating with conservation districts and assisting municipalities with the preparation of grant applications.

John Peiffer, PE

John Peiffer joined the Structural Engineering Department of Barry Isett & Associates, Inc. in 2017, bringing 10 years of engineering experienced honed in several firms located in Wyoming and Colorado.  He is experienced in the design and preparation of construction documents for steel frame, load-bearing-masonry and reinforced concrete structural systems.  Projects have included healthcare facilities, schools and cultural institutions as well as those for local, regional and federal agencies.  His experience includes the design and construction of additions and renovations to existing facilities that require extensive phased planning to maintain operations throughout a multi-year construction cycle.

Bruce A. Andrews, PE

Capital Region Operations Manager, Structural Engineering

Mr. Andrew’s career of more than 35 years includes structural engineering, as well as 18 years of service as a project manager for The Hershey Company.  At Hershey, he managed more than 20 capital improvement projects at 15 facilities throughout the United States and Canada; construction values ranged from $100,000 to $20,000,000.  Prior to joining Isett, he was a principal of CenterPoint Engineering, Inc. in Mechanicsburg: CenterPoint staff joined Isett in 2018.
He is experienced in the analysis and design of structural elements, framing and foundation plans, and sections and details—as well as the preparation of design calculations and computer modeling.  He has extensive experience in providing structural engineering design for educational, commercial, industrial, correctional and healthcare facilities.  At Isett, he is responsible for engineering design, multi-discipline project management, project budgets, schedules, cost estimates and client coordination.

Clint Newton III, CSI, CDT, LEED AP, joined Barry Isett & Associates, Inc. in 2018, bringing with him 17 years of experience as a project manager for a variety of commercial, institutional, educational and residential projects.  He has managed projects from conception to closeout—coordinating with staff members, clients, consultants and contractors, as well as scheduling and leading pre-bid meetings, site visits and closeout procedures.  Clint has concentrated experience with existing condition documentation, ADA compliance and building code application.  He is also skilled in AutoCAD and Revit.  Clint’s vast knowledge and experience helps produce a coordinated team effort, ensuring the successful completion of projects.

Charles Niclaus, PE, joined Barry Isett & Associates, Inc. in 2018 after heading his own Monroe County based civil engineering firm for 20 years.  His firm provided surveying, civil engineering, municipal engineering services, water and wastewater engineering and environmental investigations and design.  Mr. Niclaus has managed a wide range of projects for industrial, commercial and public-sector clients, as well as providing municipal consulting.  His is experienced in providing site and utility design, project management and feasibility studies, as well as obtaining municipal and environmental permitting. 

At Isett, he is responsible for project development and management, as well as managing client relationships.

Todd Gerhart, PE, SE, joined the Forensic Engineering Department of Barry Isett & Associates, Inc. in 2018 as a Senior Forensic Engineer.  Todd’s 35 years of structural engineering experience have involved the design, investigation, rehabilitation and construction of buildings and facilities for public and private sectors.  These include government, healthcare, justice and educational facilities, as well as industrial and parking structures, exterior envelope improvements and the adaptive re-use of recognized historic landmarks.  Todd has successfully managed various design projects and effectively coordinated with designers, owners and contractors—making client satisfaction a priority.
Mr. Gerhart’s diverse experience allows him to resolve complex issues with innovative structural solutions that are sensitive to architectural design, facility function and historic preservation, as well as budgetary and schedule constraints.  His responsibilities at Isett include conducting structural assessments, property condition assessments and façade investigations for commercial, industrial, institutional and residential buildings, as well as preparing contract documents and specifications for repairs and renovations.

Matthew Vega

Code Service Assistant, Code Inspection & Plan Review

Matthew Vega joined Barry Isett & Associates, Inc. in 2006 to serve as a receptionist and administrative assistant for the Lehigh Valley headquarters. After two years of successfully serving in this capacity, Matthew transitioned to a nearby office where his responsibilities focused on several departments: Mechanical/Electrical/Plumbing Engineering & Fire Protection, Structural Engineering, Project Management & Construction Services, Forensics Building Investigation and Code Inspection & Plan Review. Once additional space was available at the Lehigh Valley headquarters, all departments reported to that office and Mr. Vega rejoined the administrative team there. Within a month of returning, he earned a new position: Matthew became the Code Service Assistant—the first administrative role specific to a department. Matthew tends to 25 code officials and well over 50 municipalities on a given day. His responsibilities vary from day to day: tasks include dealing with general permits; entering projects into Deltek Vision—the firm's enterprise resource planning software; keeping track of various projects; running invoices and miscellaneous payments; and formatting documents, such as proposal submissions or notices of violation.

Richard M. Sopko, BCO

Code Specialist, Code Inspection & Plan Review

Richard Sopko joined the Code Services Department of Barry Isett and Associates in 2017, bringing 40 years of experience in construction and code enforcement. He was the zoning and code enforcement officer for Dalton Borough, Lackawanna County for three years before joining Isett. Prior to that, he had an eight-year career with Building Inspection Underwriters of PA, where he served as the building code official for 12 municipalities, performing residential plan reviews; residential construction inspections; and issuing permits and Certificates of Occupancy. For 19 years, Mr. Sopko headed his own construction firm specializing in new home construction, residential renovations and light commercial renovations.

At Isett, he provides plan reviews and conducts residential and commercial construction inspection, as well as assisting with zoning enforcement and property maintenance issues. He principally serves Harveys Lake Borough, Dallas Borough, Salem Township and Plymouth Township.

Mark E. Prout

Code Spedialist, Code Inspection & Plan Review

Mark Prout joined Barry Isett and Associates in 2017, bringing more than 35 years of experience in construction and inspection.  While employed by Commonwealth Code Inspection Service, he provided commercial and residential code inspections to the Town of Bloomsburg and electrical inspectors for local contractors in neighboring municipalities.  He is a 20-year veteran of the Bloomsburg University Facilities Management Department, where he provided construction inspections and project coordination for campus construction projects.  Earlier in his career he headed his own construction firm which built and remodeled residential and commercial buildings; during that period, he also performed home buyer inspections. 
For Isett, Mr. Prout principally handles residential and commercial permit review and construction inspection for the Town of Bloomsburg.  He has also assisted with flood plain services.

Brandon M. Pfaff

Inspector, Code Inspection & Plan Review

Brandon Pfaff, of our Code Services department, provides construction and fire inspections to municipalities in Bucks, Chester and Montgomery Counties. He joined Isett in 2017, having completed 90 courses at Bucks County Community College relating to fire fighting and fire investigations. His studies have included six courses with the National Fire Academy and on-line coursework in fire investigation offered by the International Association of Arson Investigators. Mr. Pfaff has also completed web-based studies offered by the Federal Emergency Management Agency (FEMA). Topics included the Fundamentals of Emergency Management, Preparing for Mass Casualty Incidents, Multihazard Planning for Child Care, Active Shooter, Weapons of Mass Destruction Terrisom Awareness, Understanding & Planning for School Bombing Incidents and the Introduction to Incident Command Systems. Prior to joining Isett he worked in property restoration, fire protection, and construction.

Tim Dow joined the Code Services Department of Barry Isett & Associates, Inc. in 2013, after a career in the construction industry.  For several years prior to joining our firm, he was an independent commercial building inspector.
At Barry Isett & Associates, Inc., he conducts Pennsylvania Uniform Construction Code (PA UCC) inspections, zoning inspections, property maintenance inspections and plan reviews, apartment inspections and quality of life inspections, principally serving the Borough of Lehighton.  His responsibilities include preparing monthly municipal reports detailing permits issued, project progress and property maintenance violations.

Richard Halbom, BCO

Code Specialist, Code Inspection & Plan Review

Richard Halbom joined the Code Services Department of Barry Isett & Associates, Inc. in 2017 to assist with providing property maintenance, zoning and PA UCC services to municipalities in southeastern Pennsylvania.  Previously employed by Code Inspections, Inc., Horsham, he is experienced in providing residential plan reviews, residential and commercial building inspections and residential rental inspections.  Over the course of his career, he has been involved in various aspects of the construction industry.  In 1989, he founded Environmental Geosynthetics, Inc., which specialized in providing and installing geomembrane liners, used to control fluid (or gas) migration in a variety of industries and projects, including stormwater management systems, waste disposal containment and oil field containment.  He was president of the company for 20 years, providing administration, bidding and construction management, as well as staff training.  Mr. Halbom has been serving on Souderton’s Borough Council since 2008.  He was responsible for writing the International Property Maintenance Code Addendum that was adopted in 2016.  The amendment expands the authority of the borough in securing compliance from property owners.

At Barry Isett & Associates, Inc., Mr. Halbom not only serves Bucks and Montgomery Counties, but has been assisting the team provide code services to East Coventry Township, West Pikeland Township and the Borough of Phoenixville.  He has also been focusing his time on achieving more certifications to further serve Isett clients.
