Acting Operations Manager, Civil Land Development

Thomas DeAngelo joined Barry Isett & Associates, Inc. in 2016 to assist our municipal and civil engineering clients throughout northeastern Pennsylvania.  Previously, he had worked for Reilly Associates, LLC and Peters Consultants/Terra Consulting Group and conducted technical reviews of land development plans for Bradford County Planning Commission. His experience includes project management; providing layout, design, and drafting of land development plans; developing construction plans and cost estimates; obtaining permits from various agencies, including the Pennsylvania Department of Transportation (PennDOT) and the Pennsylvania Department of Environmental Protection; and providing construction inspections.  He is skilled in the use of a variety of software, including AutoCAD Civil 3D, HEC-RAS/HEC-HMS, Bentley Pondpack, and Google Earth/ARC GIS.  His university studies focused on water resources and structural design.

James P. Kelley, PE

Senior Project Manager, Civil Land Development

James Kelley, PE, joined the Civil Engineering Department of Barry Isett & Associates, Inc. in 2017—assisting both our civil and municipal teams with land development projects in northeast Pennsylvania.  With nearly 30 years of experience in land development, construction and the energy industry, Jim provides technical guidance, oversight and coordination on projects. He is involved with the planning, design, permitting and construction management of residential, commercial, governmental, recreational, educational and institutional projects in both the public and private sectors. 

Mr. Kelley has extensive experience with “brownfield” reclamation projects: notable ones include Great Valley Boulevard (Hanover Township) for Earth Conservancy and Wilkes-Barre and Schechter Drive (Wilkes-Barre Township) for the Greater Wilkes-Barre Chamber of Business and Industry.  His responsibilities included site design, front end and technical specifications for public bidding and construction management.
