Caitlin Mest Named a 2025 Forty Under 40 Honoree by Lehigh Valley Business

Barry Isett & Associates is proud to celebrate Caitlin Mest, Southeast Pennsylvania Municipal Services Code Manager and Chair of the Pennsylvania Association of Code Officials Training Committee, for being named a 2025 Forty Under 40 Award winner by Lehigh Valley Business.

This prestigious recognition honors 40 young professionals under the age of 40 who have demonstrated exceptional career achievements and a strong commitment to community service, making a meaningful impact across the Greater Lehigh Valley region.

Caitlin is a standout leader in municipal services, holding one of Pennsylvania’s rarest and most valuable credentials in municipal planning: the Certified Floodplain Manager (CFM) designation. With fewer than 200 CFMs statewide, she brings expert-level insight to floodplain management—an increasingly vital component of community resilience and public safety.

In addition to her CFM certification, Caitlin serves as a Building Code Official (BCO) and Certified Zoning Officer (CZO), guiding municipalities through complex regulatory landscapes and helping ensure safe, sustainable development.

“As Caitlin’s direct supervisor since May 2021, she has blossomed into a mentor, leader, and a dynamic associate. Caitlin goes above and beyond daily, and her transition from the public to private sector was seamless. She has brought fresh, innovative concepts to our operation out of the Bucks County office, where she leads a staff of 27 employees conducting zoning and construction services in 18 municipalities across Bucks and Montgomery counties,” said Michael Italia, Isett’s Operations Manager, Code Services, Bucks County.

Caitlin’s impact extends beyond her professional role. She is deeply engaged in her community, volunteering as a swim coach, youth sports supporter, and classroom helper. She also serves on her township’s Joint Board of Appeals, applying her code expertise to uphold safe and sanitary building standards for residents, businesses, and first responders.

Caitlin exemplifies a rare blend of technical expertise, strategic insight, and community spirit—and she serves as a visible role model for women in a traditionally male-dominated field.
