Cedar Avenue Streetscape Improvements

Barry Isett & Associates (Isett) provided construction administration, field observation, and inspection services for the City of Scranton’s Cedar Avenue Streetscape Improvements project, one of the first completed projects within the City’s more than $15 million streetscape revitalization program funded through the American Rescue Plan Act (ARPA). The approximately $700,000 investment transformed four blocks of Cedar Avenue between Alder Street and Orchard Street into a safer, more attractive, and pedestrian-friendly corridor.

Throughout construction, Isett staff performed field observations and construction oversight activities to monitor contractor progress and evaluate compliance with the construction documents. Services included documenting site conditions, reviewing concrete and pavement restoration work, monitoring landscape installation and seeding activities, supporting punch list development, and assisting with project closeout. The completed improvements provide lasting infrastructure enhancements that support community revitalization, pedestrian connectivity, and continued investment throughout South Scranton.
