Allentown Metal Works Redevelopment

Isett provided numerous services for the redevelopment of a long-vacant industrial building and property, transforming the site into a modern manufacturing facility.

Isett provided engineering design for the Plant 2 rehabilitation, which involved taking the 110,000 SF building down to its shell for renovations including removing and replacing roofing and wall sections that did not meet structural evaluation standards. The unique historic building has 40+ foot ceiling heights and allowed the user to utilize the infrastructure for overhead cranes in the facility.

Saucon Creek Greenway in Hellertown

In 2022, the team from Isett was contracted for a Saucon Creek Greenway Study and Master Site Plan to identify natural and man-made resources within a network of greenways and develop a plan to interconnect them with recreational opportunities and open space preservation.

The project involves public engagement with the Borough officials, various stakeholders, and community members; site inventory and analysis; facility analysis; cost estimating; and design concepts. This study will produce recommendations for a multi-phase capitol development program.

Centre Park Revitalization

The City of Reading and the Centre Park Historic District envisioned transforming Centre Park into a vibrant destination for residents as well as visitors. Barry Isett & Associates, Inc. (Isett) was hired to provide design engineering services, construction documents, and construction administration.

Centre Park has been transformed into a focal point for organized events and local gatherings. Isett’s landscape architects worked with the Centre Park committee and residents to develop a design which met the desire of most residents. The planting palette offers a wide range of perennials, bulbs, and woody plants to provide year round interest.

Al-Ahad Islamic Center

The Islamic congregation Shia Ithna Asheri Jamaat of Pennsylvania (SIJPA) is building a new mosque at the Al-Ahad Islamic Center to replace the existing structure and nearly double the existing square
footage.

Isett provided survey and structural engineering design for the new Islamic Center, working alongside
Serfass Construction Company as the Construction Manager. The increasingly taller minarets are a central feature of the structural design, offering a unique and commanding design component.

The building’s tallest minaret measures 110 feet from the ground. The new building has an expanded basement and additional floors to increase space on the site, offering comprehensive services in
worship, philanthropy, education, community outreach, and civic participation.

Marshalls Falls Park

Smithfield Township (Monroe County, PA) acquired fifteen acres of wooded land along Marshalls Creek Road which surrounds the 2-acre parcel containing the former grand Victorian boarding house. The estate, once a destination for city dwellers to enjoy nature and rejuvenate their health, centered around Marshalls Falls: a two-tiered waterfall cascading through a narrow rock chasm into a small gorge surrounded by 25-foot rock walls and a small dammed up portion of the creek for boating. It is notable that the land was sold with the condition that it would always remain a natural area. The Township agreed to uphold this commitment and show dedication to preserving the natural beauty and recreational value of the site.

Smithfield Township issued a call for a master site plan to assess existing resources and evaluate future needs. The Isett team, in partnership with Township officials; a study committee including representative stakeholders; and the participation of residents through meetings and surveys; determined that the estate will become a municipally owned and operated public park, addressing improvements in a phased approach.

Chestnut Ridge at Rodale

Isett provided a variety of services for the design of a new senior housing community developed by Phoebe Ministries. Chestnut Ridge at Rodale offers an active retirement living on a 38-acre campus in Emmaus that was formerly owned by the media company, Rodale, Inc.

The new senior living space was developed to appeal to retirees seeking a more active lifestyle, featuring apartments, community spaces, an indoor pool and exercise facility, and paths for walking and biking. Construction for the new community started in 2021 with the final grand opening in February 2024.

The former three-story, 127,000-square-foot office building on site was redesigned into one- and two-bedroom apartments ranging in size from 1,100 to 1,500 square feet. A portion of the center of the building was removed to create a courtyard area and central gathering space. A second apartment building is a new, four-story wood framed structure encompassing approximately 141,000 square feet.

New Facility for the Boys and Girls Club

Isett is assisting the Wissahickon Valley Boys and Girls Club with numerous services related to the development of a new 27,000-square-foot facility and associated site improvements. The existing single-story, modular building formerly on the site was undersized for its current and proposed services. The previous building was also located in a floodplain, which presented significant challenges in the past.

Isett provided owner’s representation and construction management services, along with engineering design and field services for the new building, which will enhance the group’s ability to benefit additional children in the local area.

The new building will support classroom programs for grades 1 through 5 as well as middle school students, surrounding a large activity area on each floor to offer recreational activities and technology centers. Other highlights include a 5,000-square-foot gymnasium, outdoor play areas, and on-site pedestrian pathways with lighting and stormwater management.


Penn Forest Park Pump Track

New Pump Track

Penn Forest Township wished to install a pump track for bikes, scooters, and skateboards in the wooded area of Penn Forest Park, nestled into the existing landscape and trees. As Municipal Engineer, Isett was contracted to assist the Township in completing plans and specifications for the new pump track at the park. The track, which is friendly for beginners, includes various small hills and turns that riders navigate using momentum to generate speed around the track. In addition to bike riders, the layout is also ideal for scooters, skateboards, and in-line skates.

With help from Isett’s Landscape Architecture Department, work included Municipal Engineering services to update previously prepared construction documents to identify track location, general layout, and site features; meeting with the pump track designer (DirtSculpt) to review the design and layout of the site; grading for construction of the new track; erosion & sedimentation controls; and design of a seating/viewing areas.

Isett also prepared final bid documents and coordinated bidding and contract award for the Township, as well as construction phase services including observation during construction. The new track was completed in November 2022.

Parks, Recreation & Open Space Plan

South Whitehall Township wished to realize the full value of the Township’s 202 acres of park land over 22 sites. Barry Isett & Associates, Inc. (Isett) was selected to develop and prepare a comprehensive Parks, Recreation, Open Space, and Trail Plan for the Township’s existing and future park system, recreation program opportunities, and open space preservation initiative.

Isett teamed with Lindsay Taylor, CPRP, CYSA, to update the existing comprehensive parks, recreation, and open space plan, created in partnership with neighboring North Whitehall Township in 2009.

Isett also worked on a separate project with Wildlands Conservancy and South Whitehall Township that included feasibility and design for sections of the Jordan Creek Greenway, including trail design and permitting for a 1.8-mile section that includes a pedestrian bridge and elevated boardwalks. The section is a key link in the 53-mile-long active greenway and opened in 2019.

Hazleton Area School District Academies

Isett has served as Engineer of Record for Hazleton Area School District since 2008.

Isett, Schrader Group Architecture, and HASD officials worked collaboratively to find existing spaces that could be re-proposed to better serve the students of HASD to start the 2023 academic year. Working alongside Schrader Group, Isett also played a role in the design renovations of each building.

Hazleton Area Academy: Formerly known as the Gans Building and former site of WYLN TV Station broadcasts, the Academy is three buildings in one. This new educational space now houses 8 classrooms for pre-kindergarten and early intervention students.

Hazleton Area Arts & Humanities Academy: Housed in the former Web.Com building in the CAN DO Corporate Center, the Arts & Humanities Academy is dedicated to intense curriculum focused on the arts and humanities.

Hazleton Area Cyber Academy: The new Cyber Academy offers a physical hub for more than 600 students from kindergarten to high school to take virtual classes.

Fleetwood Park Improvements

Isett has served as Fleetwood Borough’s Engineer of Record since 2016. As Borough Engineer, Isett conducts plan reviews; offers general consulting; coordinates issues with other permitting agencies; and provides support and engineering for special projects.

One such special project involved a Park Master Site Plan and significant renovations for Fleetwood Park, a community hub featuring a swimming pool, pavilion, bandshell, concession stand, restroom facilities, playgrounds, and playing fields. Initial phases included renovations to the concession stand and designing new ADA-compliant restrooms; grant assistance, design, bid phase, and construction phase services for pool improvements; and the installation of new play equipment, a new safety surface, and fencing to the tot lot.

Later phases included replacing the pedestrian bridge and bandshell with new structures and restoring Willow Creek following storm damage. Nearly every one of Isett’s departments have been involved in a phase of the improvements. In addition to the technical support the team is offering, Isett helped the Borough obtain more than $480,000 in grants for the various phases of the project.

Gettysburg Beyond the Battle Museum

Located in historic Gettysburg, Pennsylvania, the Adams County Historical Society preserves over three centuries of remarkable history. and has over one million historic items in its care. Over the years, it has been housed in several temporary locations that were too small to provide public access to the breadth of its collections. Historical documents and artifacts have been stored in a variety of off-site locations in less than optimal conditions.

In 2020, the Historical Society initiated a capital campaign to build a new Museum, Archives, and Education Center to preserve treasured historic artifacts and share the remarkable story of one of America’s most famous communities. Isett provided MEP design engineering for the new two-story 29,000-square-foot museum and a one-story 4,000-square-foot Archives Barn.

Isett provided the HVAC, plumbing, electrical, fire protection and security systems for the complex, working with the Museum Exhibit Designer, Phoenixx Design Associates, LLC, to provide the required environmental controls in the main Museum Building as well as the Archive Barn. These systems include temperature and humidity control, and LED exhibit lighting.

Nanticoke Silk Mill Demolition

In the fall of 2019, Isett was engaged to begin work on a property located at 102-198 East Washington Street in Nanticoke, purchased through tax sale by the city. An entire city block in length, the property opened as a silk mill in 1919, taking in different tenants through the years: sportswear manufacturing; then a bowling alley and a roller-skating rink until closing its doors for the final time in 2007 after a fire damaged the building beyond repair. The property continued to deteriorate, creating safety concerns and an eye sore for the City of Nanticoke.

Isett’s Survey team conducted a drone fly through of the lower levels. The building was in such despair that the safety of the team was in question without the assurance that the structure was stable. The Environmental Consulting team took the lead in assessing the surrounding grounds, completing a due diligence report for the property, identifying several environmental issues due to its former industrial use. Isett’s Forensic engineers evaluated the stability of the remaining building structure. The team from Survey continued to map the site.

With the findings from Isett and discussions with the Nanticoke officials, it was confirmed that the building needed to be demolished and the site completely cleared. With assistance from Isett, the City of Nanticoke was able to secure $1 million in state grant funding to assist with the assessment and demolition. Isett’s Project Management and Construction Services team engaged contractors to begin demolition. The Survey team captured the progress by performing weekly drone flyovers. Environmental restoration will continue to ensure the site can be repurposed safely for future development.

Site Engineering for The Waterfront

Isett served as lead civil engineer and landscape architect of record for the 29-acre land development, working alongside numerous architects and the construction manager for the project owner. The first of 12 proposed buildings to occupy The Waterfront – 615 Waterfront, named the Mohrbank building (pictured) – is a six-story, 131,000 SF building that includes five floors of commercial office space and first-floor retail/restaurant space. Occupancy began for 615 Waterfront in 2022 with the entire 12-building development estimated to be completed over the next 8 years.

Southside Nature Park & Playground

Township officials, Isett associates, and community members experienced a sense of accomplishment and satisfaction watching families enjoy Dallas Township’s new nature playground, moments after the Township held a ribbon-cutting celebration in September 2021.

Isett helped develop a master plan with input from residents of the township in Luzerne County, then helped acquire grants and contributed various services toward the project as the site transformed into a community park to be proud of. Isett’s Landscape Architecture and Project Management & Construction Services departments were part of the planning, design, and construction process.

The structures and natural areas of the 8,000+-square-foot playground are designed in sections to accommodate 2- to 5-year-olds and 5- to 12-year-olds of all abilities and interests. Built near a slope off Route 309, large boulders retain terraces of landscaping, walkways, and an amphitheater. Trees removed from the site were recycled to create stepping structures within a soft safety surface. The project also integrates MS4 stormwater improvements to help clean rainwater runoff from a development upstream from the site.

Isett looks forward to assisting Dallas Township with the next phase—design of a pedestrian bridge over Toby Creek and a trail to connect to the rest of the park.

      Sauerkraut Lane Extension

      Barry Isett & Associates, Inc. (Isett) was contracted by the developer of the industrial park to provide engineering design, permitting, and surveying services in the 5,000 linear foot (LF) extension of a municipal road to connect two state roads in a project to ease transit across Lower Macungie Township and provide alternate routes for traffic generated by an industrial park.

      In addition to providing roadway design and permitting, the project involves coordination with Norfolk Southern Railroad concerning a new at-grade crossing along the proposed route and the closure of two nearby at-grade crossings, as well as the design and construction of a public water line extension 2,900 LF of 12’ Ductile Iron Water Main. The water line continuation requires a 75’ bore of 12” Ductile Iron Pipe (DIP) in 24” steel under the Norfolk Southern Railway line. A bike path will be constructed on the north side and a sidewalk along the south side of the roadway extension.

      The project required extensive coordination between multiple stakeholders including the public water authority, PennDOT, Lower Macungie Township, and multiple property owners. The design of the project also included the coordination with three other Engineering firms that were working on projects adjacent to the proposed roadway.

        Bermudian Springs Middle School

        The Bermudian Springs School District, which serves residents of five municipalities in Adams County, began construction of a new 143,000-square-foot middle school in the spring of 2020, following an initial feasibility study to improve classroom space and eliminate existing infrastructure deficiencies.

        The new school serves students in fifth through eighth grades. Designed by Crabtree Rohrbaugh & Associates, Inc., with Barry Isett & Associates providing the Structural and MEP&FP engineering, the new school features two two-story academic wings separated by a lobby and outdoor courtyard. Each grade level has its own learning commons, with all grades having use of an expansive technology and science commons.

        Topton Park Improvements

        Isett worked with Topton Borough Council, administrators, and community stakeholders in the development of a 10-year Topton Park Master Plan. The planning process begin in 2016 and has since transitioned into the implementation phases for the 10-acre park in the heart of the borough. Isett has assisted with this project every step of the way.

        Through public input, Isett develop multiple concept plans for improvements to the north and south quadrants of the park. The committee ultimately integrated elements from all three plans to create a fourth option, which was universally agreed upon. The 11-phase plan, which includes a grant-funding strategy for implementation, was adopted in 2017 and is expected to be completed in 2026 for the Borough’s 250th anniversary.

        Grand Street Extension

        Isett has served the Borough of Hamburg as Special Projects Engineer since 2016 and Alternate Municipal Engineer since 2018.

        The Borough engaged Isett to conduct a feasibility study concerning the extension of Grand Street along the northern border of a manufacturing facility to connect with State Route 61. The project involved coordination with state and local government officials and stakeholders, conceptual design plans for improved intersection alignments, permitting, stormwater design, and feasibility recommendations.

        The phased project was a local led project with design fees funded by Berks County and Hamburg Borough. Construction of the extension was funded by PennDOT ($2.5 million) and federal sources ($1.8 million).

        State College Area High School Renovation & Expansion

        The 100-million-dollar renovation and expansion of State College High School is being honored by the U.S. Green Building Council Central Pennsylvania Community with the Rise to the Challenge Award for 2019. The 670,000-square-foot complex is comprised of a North and South building. Improvements included new educational pods; kitchen and cafeteria renovations; upgrades to the performing arts center and auditorium; and gymnasium, locker room, and fitness center renovations.

        With architectural design by the Mechanicsburg office of Crabtree, Rohrbaugh and Associates, Barry Isett & Associates provided the structural and mechanical, electrical, and plumbing engineering design of the LEED Gold Registered project. Isett engineers incorporated high efficiency electrical and lighting design as well as water conservation strategies. A photovoltaic system was installed on the North Building of the complex.

        Dimmick Park Improvements

        Dimmick Park has been Hellertown’s beloved community park since the 1930s. Its 18.5 acres of mixed active and passive recreational opportunities have become a regional hub of activity—emerging as a destination for youth and adult athletic associations, as well as home to most of the borough’s annual community events.

        During the creation of the Master Site Plan, Isett worked closely with borough officials to develop a public engagement process soliciting feedback from stakeholders and residents, then utilized the information gathered to guide the development of three concept sketches. Formulated under DCNR guidelines, the process involved focus group meetings, key person interviews, general public meetings and study committee meetings. Borough officials worked closely with Isett to envision a plan, identify appropriate grant sources, and apply for funds over a several year cycle.

        Isett’s work included opinions of probable costs for the improvements and revenue projections based on park improvements outlined in the plan.

        Completed projects to date that were part of this plan include restoration and rehabilitation to the park’s historic grandstand and pavilion, a new band shell, pool house repairs, concession stand upgrades, and a new and improved playground. Crucial to the success of these projects—Isett secured grants from DCNR; DCED Act 13 and Local Share Account programs; and county and regional funding opportunities.

        Palmerton Junior High School

        Isett served as Engineer of Record for the school district and provided the civil, structural and MEP design for this extensive project. In addition, Isett’s project management team provided owner’s representative services; guided and coordinated the architect selection; managed the project budget and schedule; provided bidding and construction administration; and conducted special inspections during the construction.

        Completed in September of 2017, Phase I consisted of the conversion of a grass football field into a multi-sport turf field, including a synthetic track. Phase II included the construction of a 13,000-square-foot addition, parking lot improvements, and a new softball field.

        The addition provides a new, secure main entrance to the building, new administrative offices, several new classrooms, a computer lab, a media center featuring a TV recording studio, new restrooms, new locker rooms for the gymnasium, and a new kitchen and cafeteria-discontinuing the junior high’s use of the high school cafeteria.

        Phase III involved gutting and renovating the existing junior high. Phase II and III were constructed simultaneously and were completed just before the start of the 2018-2019 school year.

        ArtsQuest Center at SteelStacks Design

        Before construction began, a forensic building investigation was conducted of 12 former Bethlehem Steel buildings, resulting in the identification of structures for adaptive reuse.

        Isett provided structural engineering for the design of the ArtsQuest Center at SteelStacks, a 67,000-SF multi-venue building designed without column supports that would interrupt sight lines and traffic flow. The “bones” of the building became part of the architectural design. The exposed I-beams are painted “International Orange” as a nod to the Golden Gate Bridge, whose steel was manufactured at the Bethlehem Steel blast furnaces adjacent to ArtsQuest

        Isett also provided civil, structural and MEP design of the Sands Casino Hotel (now Wind Creek); civil, structural and MEP design for the Event Center, a 50,000-SF performance venue between the hotel and casino as well as the adjacent Vision Bar; structural engineering for the 64,000-SF expansion of the casino years later; and structural engineering for the National Museum of Industrial History.

        Our Project Story

        Uline’s NYC/PHILA branch is located between Hamilton Boulevard and the Route 222 bypass on a parcel of about 200 acres in western Lehigh County that spans both Upper Macungie and Lower Macungie Townships.

        Developed by Liberty for Uline, a leading distributor of shipping, industrial and packaging materials, the facility encompasses two buildings that range in size from 1.19 million SF to 1.28 million square feet, including 70,000 square feet of office space. From this location, Uline serves East Coast customers from Maine to Washington, DC.

        Isett was the site/civil engineer on the project, which also required extensive traffic improvements due to the increased traffic flow from the site. Isett’s traffic engineers conducted numerous traffic studies, designed roadway improvements including turn lanes along Cetronia Road, Mill Creek Road, and Grange Road and designed new and upgraded existing traffic signals. Structural engineering design by Isett featured tilt-up construction of pre-engineered panels.

        The extensive campus also features a network of walking trails which Isett designed, as well as extensive campus landscape plans that include the planting of red oak and evergreen trees to provide screening.

        Isett’s Environmental Consulting department conducted environmental and wetland assessments and prepared PA Natural Diversity Index (PNDI) and Cultural Resources Reports required by state agencies.

        Our Project Story

        Lumber Street is an 800-foot connector road between Main Street (SR100) and Lehigh Street, and is a boundary of Macungie Memorial Park. In our role as Borough Engineer, Barry Isett & Associates provided design and construction phase services to reconstruct the road to bring the road to current borough standards. The project involved road widening, sidewalks, curbing, ADA ramps, and the relocation of water, sewer, and electrical lines.

        Our services included conducting topographic surveys and preparing a base plan; preparation of roadway improvement plans; erosion and sediment control plans; obtaining Highway Occupancy Permits from PennDOT as well as NPDES permits; assisting with bidding; and providing construction observation services on an hourly basis.

        Isett served as Municipal Engineer in Pen Argyl Borough for more than two decades. As Municipal Engineer, Isett developed detailed design and construction documents for various improvements at the Borough-owned Weona Park, a 20-acre park that opened in 1921. Projects included improvements to the park’s main promenade as well as the complete rehabilitation of the 18-hole miniature golf course. The project goal was to maintain the historic ambiance of the park and existing course while promoting ADA accessibility. The construction also included stormwater improvements as well as the addition of native plantings.

        Funded in part through a Northampton County Open Space grant, the project benefited from enthusiastic public participation with input gathered from the Park Board, Borough Council, and community residents. The enhanced course opened in the summer of 2014 and in 2015 the Lehigh Valley Planning Commission honored the project with its Open Space Award.

        Isett provided civil land development, topographic and boundary surveys, and landscape design for the Integrated Health Campus, a 30-acre site that straddles two municipalities, Upper Macungie Township and South Whitehall Township, in Lehigh County, PA. According to the project owners, this state-of-the-art, 300,000 SF medical campus is the largest privately owned medical facility in the eastern United States and is home to 25 medical practices and tenants.

        The campus includes a three-story surgical center; human performance center; and a two-story structure containing two medical office buildings (65,000 SF and 235,000 SF), a fitness center, rehabilitation center, ambulatory center, day spa and food court.  Our design included associated parking, driveway access and landscaping.  Isett also provided stormwater management design and coordination of public utilities.

        Grand View Hospital is a private, non-profit healthcare organization that operates a 200 bed hospital and four outpatient centers to serve residents of Bucks and Montgomery Counties, PA.

        Isett has provided numerous engineering and technical services to Grand View for more than four decades, including civil engineering and related services in the development of an 85,000-square-foot outpatient center near the hospital campus. Services also included conducting a boundary and topographic survey of approximately 22 acres; identifying wetlands; conducting a traffic impact study; preparing a Pennsylvania Department of Transportation (PennDOT) Highway Occupancy Permit (HOP); designing roadway improvements; and providing landscape design.  The construction value is approximately 12 million dollars.

        Other projects include site design and permitting of an expansion of the David M. Flowers, MD, Cardiac Catheterization Laboratory at the main hospital site as well as the site design and permitting of a helipad near the emergency room entrance. The project involved obtaining permits from both the Federal Aviation Administration and the PennDOT Bureau of Aviation. Isett designed lighting to provide approach guidance as well as site lighting.  Through the years, we have prepared a number of sketch plans to explore satellite facilities in various locations.

        Our Project Story

        Isett has assisted DeSales University in a wide variety of projects over the years since the founding of our firm and the early days of the institution. Our first project was a campus-wide survey conducted in 1978 when the school was known as Allentown College of St. Francis DeSales. Through the years, working either directly for DeSales or as a consultant to a project architect, Isett’s team has been instrumental in helping the administration to develop the 400-acre campus to its present state.

        Isett was the civil engineering consultant in the development of a Master Plan to update DeSales University’s recreational facilities. Isett worked with the project architect in the development of a five-phase program slated to be completed over 20 years.

        Phase One, projected to cost about $16 million, includes a new track and field complex; two artificial turf fields; parking improvements; baseball and softball field upgrades featuring stadium seating; and an addition to Billera Hall that will house team locker rooms and athletic offices.

        The construction also provides a “promenade,” a wide walkway that will link the athletic fields and provide a safe and expedient walkway from the parking lots to all the sport venues even as it crosses Station Avenue and Preston Lane.
